Municipal Leasing: Municipal Leases are the public sector's answer to Commercial Leases. They range from $5,000 to $20,000,000. It was designed to help Municipalities acquire much needed equipment with out a voter referendum. If the lease or rental payments are in the Agency's annual budget the decision becomes a governmental business decision and not one of its constituency. Municipal Leases are Tax-exempt thus making the interest rate comparable to a Municipal Bond. Municipal Lease terms can be very flexible from monthly, quarterly, semi-annual or annual payment schedules. No down payment or security deposit. 100% financing of the equipment plus soft cost in most cases. $1 buyouts & Early Purchase options are available. All Municipal Leases have a non-appropriation clause, this allows the Public Agency to cancel the lease annually if sufficient funds are not appropriated for Payments due during the next fiscal year. Municipal Leases are fast and easy. The Public Agency can avoid lengthy and costly process of issuing bonds for equipment that is needed. Any equipment deemed essential can be leased. Who Uses a Municipal Lease?
Municipal Leases are for any State or Local Government agency for example: School Districts, Fire Departments, Police Departments, Colleges, City, County, & Parish.
Federal Leases: Federal Leases allow the agencies to obtain the needed equipment and other assets while still remaining inside budget restraints. Federal Leases have a standard payment schedule with payments comprised of Interest and Principal. They may be prepaid at any time per that schedule. The end of term purchase option is typically $1. There is no tax-exempt status for Federal Leases and thus, they're priced at commercial interest rates, however there are exceptions to this rule.
Who Uses a Federal Lease?
Most agencies of the executive (such as the Departments of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Interior, Justice, Labor, State, Department of Transportation, Treasury and Veterans Affairs), legislative (such as the Senate, House of Representatives, Library of Congress, General Accounting Office, Government Printing Office), judicial (such as the Supreme Court and other Federal Courts) branches of the Federal Government use leasing to acquire property and other assets, as well as several semi-independent agencies (such as EPA, FEMA, GSA, NASA, SEC, SBA, SSA, TVA, and USPS). In addition, some contractors and subcontractors to the Federal Government use Federal leasing to acquire property needed to fulfill their contracts.
